Apparently the library doesn’t read

Five days and not even an acknowledgement they received my proposal of providing them with 10 burner phones and 20 one-hour cards.  Obviously it takes longer to come up with excuses...
Accepting free community improvements from someone who didn't exist?  How could we allow such a thing? 
It wold set a terrible precedent.
