Further proof the apocalypse is upon us

Question #1:  Who has received a ballot as of May 3, 2018?  Has ANYONE at ANY ADDRESS received a ballot through the mail?

Question #2:  Explain how is this a circumstance beyond your control.  The ballots should have arrived well before May 3.  If that batch was somehow "lost", another batch could have been ordered and mailed and still arrived prior to May 3.  That is how a back-up plan works, how a "planning for any and all contingencies" risk management approach works.  The "team approach with division of labor according to expertise" model so often touted by the current board did not work in this case.  Why not?

Question #3:  How are you going to fulfill your obligation to Estes Park or Larimer County property owners who are eligible to vote in this election but live outside of the county (either part-time or full- time, in any event, not during the April-May period in question), that is, how will you address their constitutional right to vote?  If they telephone or email you from Colorado Springs or Hayden or Grand Junction or Phoenix next Monday, are you going to drive ballots to them and return their completed ballots for them?

Question #4:  How many state and federal election laws are being broken by taking someone a ballot, and then once it is filled out (in the presence of the person who delivered the ballot, so no risk of intimidation or campaigning within the 100-foot zone there), allowing some random unknown person to transport the ballot back to the drop-off box for them?

Addendum:
Addendum:

The non-election of May 2018 is now an "official thing":

CRS 1-13.5-1105

(4)  (a) Not sooner than twenty-two days before an election, and no later than fifteen days before an election, the designated election official shall mail to each active registered elector, at the last mailing address appearing in the registration records and in accordance with United States postal service regulations, a mail ballot packet marked "Do not forward. Address correction requested.", or any other similar statement that is in accordance with United States postal service regulations.
