Not getting better

As promised, the Trail-Gazette wrote a follow-up story to last Friday's bombshell, this time focusing on Elizabeth's Fogarty's poor receipt-keeping habits and laissez-faire attitude towards expenditure of taxpayer-provided funds:
"Oh, if only I would have used some of my $125,000 salary to purchase
a Shoeboxed business plan"

Folks like Paul Fishman are so incensed about investigative reportage like this because the Trail had been in its own pocket for so long, town citizens forgot how it can behave when it decides to act like a real newspaper (thank God "The Post" came out when it did, to bolster their resolve).

Receipts are a tricky, tricky thing, especially when you are jetting around the country, running up big bar tabs, and trying to avoid spending much time in Estes Park during the height of the tourist season.

But as long as you've got a sympathetic hand-picked board to answer to, it turns out not keeping those pesky receipts isn't really a problem.  Just think back, hard, and write down a number on a piece of paper.  Whose to second-guess?  I mean, it's not like VEP can't go out and steal more hard-earned money from ignorant travelers.
