This actually isn't a terrible idea.
Pitkin County is obviously lying, they have more than enough funds to test (at the point Aspen runs out of money, we should just put a big "For Sale" sign on the entire state), but my guess is, they are getting overwhelmed by the worried well, and they recognize that, if 70% of the population is going to get infected anyway, and the test is not a treatment (because quarantine when 70% of the population is already infected isn't much help), why not throw up your hands, circa 1918 when there wasn't a test either, and hunker down for the long haul.
