Whoa What?
The family wasn't immediately informed by police what had happened to their daughter? The family is out knocking on doors in Estes Park days later asking for information? The family was told (or learned through the newspaper) "no foul play" without being interviewed, and without a car located, and, if the stories are true, without whatever clothing or cell phone or identification Ms. Fowler shed before being found in the river, being returned to them?
Who first found this individual in the river? Fishing guides, or a gentleman returning home from work? How hard is this to clarify, and why should the family be the one forced to clarify it? Why is the "fog of war" approach considered appropriate in this case to clouding the circumstances surrounding a young girl's death?

Concerning.
